doom gaunt ferryman

tried several times lately to ring the bell to summon ferryman but its always reporting that hes been recently summoned and doesnt show up. am i missing something here or is this bugged?

Someone rang the bell without having bones and it summoned a dragon instead. They ran and the dragon followed, getting stuck elsewhere in the dungeon. The bell won't summon Chyloth when the dragon is still alive. The dragon is supposed to automatically go away after a certain time but it did not so I helped it along back to the underworld. The bell should work again!
