Gargoyle knife and dragons.

I have noticed that if I skin a dragon with a gargoyle knife that I only get hides and no scales. Is this as intended or a bug?

The Gargoyle's Knife is a special tool. When you skin something you have a chance of spawning a Leather Elemental which when killed and skinned will give you a Runic Tool Kit and Special Leather. There are no scales given when skinned with a Gargoyle's Knife.
