The fried body part vendor is up near the Brit Bank guard house. The costume store is now open in Britain, just southeast of the bank. Buy as many as you like but be sure to sell them back to the vendor by November 2nd. Then they're all removed from the shard until next year. To use a costume, put on the robe and then double-click it on your paperdoll to activate.
