Runic Tool TurnIn/Upgrade

We have the Major and Minor Artifact Dealers where we can turn in Minor Artifacts for a Major, and turn in Major Artifacts for a reward ...
I would like to suggest that a Runic Tool Turn-In/Upgrade system be created and implemented, wherein we can turn in unwanted runic tools for an upgraded version of the same tool type. I was thinking on a 10-to-1 and one color level basis ... i.e. You turn in a 10-use Dull Copper Runic Smiths hammer, and get a 1-use Shadow Runic Smith hammer , turn in a 30-use Spined Leather Tailor Runic, and get a 3-use Horned Tailor Runic, etc. Each turn in would only bump the tool one color level, and cost 10 uses for each use of the new color, so I don't think we'd be seeing a surplus of high-end tools being created.
This would be a way for those people with lots of the very low colored tools to at least get a few of the more worthwhile colored tools, and eliminate those longtime vets storage keys of the hundreds (thousands?) of not-very-useful runic tools.
