There are runes marked to these in at least one of the rune libraries. If you don't know where those are, there are runes to them in the runebook on the table at the front of the Public Vendor Mall.

yes I know that but what happens when those buildings decay from ppl not logging in.....im talking something permanent

The NPG Guildhouse has been in existence since the beginning and will remain to the end....if there are specific rune books you wish to be available..let me know and I shall add them to the library.

There is also the official shard rune library at the north end of Pineville.
