Pigments of Tokuno is a minor artifact, which is a non hued, 10 charge item. This item will only dye artifacts and magic type items, it also only dyes them a hue of 0.
If you trade in 10 minors for a major Tokuno artifact you can get the other Tokuno dyes. You pick the hue. It is a set hue, and still can only dye artifacts and magic type items. This is basically how they work on OSI.
