Crafting Jewelry

For the first time ever I decided to use some runic tinker kits and my ever growing collection of gems and make some Jewelry. Well I managed to make some very nice pieces and some were just plain duds.

What i wanted to know was, Is there a link between which gem, ingot and runic kit you use?
I realize using a platinum runic kit would make better stuff but what about the other two factors?
Does an amber ring made with a PLAIN ingot using a plat runic kit turn out better than an amber ring made from a PLAT ingot with a plat runic kit for instance? or does the ingot only change the color?

I would be grateful to hear from someone that knows because it will save me a lot of comparing :)
...And while I'm on the subject, what are the maximum values for jewelry? I have been assuming 25 but would love to know for sure.

I haven't been able to find a pattern among which gem and/or ingot you use to make the item. I think it's decoration only, and the attributes themselves are random, and their intensities are based on which tool you used to make the jewelry.

I'd also assume a 25 cap, though I don't recall ever making anything stronger than the low 20s. I have trashed a lot of jewelry in the course of making one with desirable qualities!
