As was explained when the last changes were made to the Crusty Treasure Chests, crusties were supposed to be a rare sighting, not something to be farmed, as they had become. They do still spawn, just not as frequently, nor in exactly the same locations as they did.
120 skills were put in by the team that developed RunUO, not by the staff of WP. There are several skills which have no way to gain over 100. Over time, the staff of WP have added things to help with this (crusties, elixirs, tougher fish, etc). As we add new scripts, we are always looking for ways to help get gains on those skills which do not currently gain over 100. It is an ongoing process to make those changes.
Steel steeds also still spawn. That spawner goes active between 1 and 3 times a day. When it does, it can spawn a variety of critters, including the steel.
